Support `@`-mentioning apps revisited

Same request as Support `@`-mentioning apps which was closed by @jmilas, so I can’t post my use case there. Over in the julia world, we have several bots that perform requested actions when at-mentioned. See e.g. https://github.com/JuliaLang/julia/pull/23046. Now of course the bots can get the comments on repos they care about anyway, but it’s a bit confusing that the @integration[bot] at-mentions the integration user when autocomplete actually suggests that syntax (I noticed this when playing with my new bot because I had actually set up a regular account of the same name before realizing the bot had its own account). I think at the very least it’d be nice to link to the appropriate bot with that syntax.

The recommended implementation here would be to subscribe to webhooks for issue comments to watch for triggers that way.

Ah looks like this is unintended behavior. Thanks for pointing this out. Bots should not be appearing in the autocomplete list for @-mentioning. We’ll be fixing this to avoid the confusion.
